On-site observations used to monitor the condition of the Mingechaur hydraulic-fill dam on the Kura River, USSR, were initiated in the mid-1950's at the time of construction. These revealed no evidence of seepage until the 1965-70 era, at which time, the readings of individual piezometers monitoring seepage indicated a general rise of the line of seepage. Theoretical and experimental studies were conducted to establish the cause and to determine the stability of the dam slopes and the earthquake resistance of the structure. Anomalous variations in the piezometers were noted and were concluded to be unrelated to intensifications of slope stability and determinations of earthquake resistance show the dam to be safe. 12 references, 4 figures, 1 table.
