Detroit Edison`s St. Clair Coal Pile Runoff (CPRO) waste water treatment system receives and treats coal-contaminated drainage from the joint Belle river and St. Clair Power Plants Fuel Supply Facility. The drainage is primarily precipitation runoff from the coal piles and washdown water from the transfer houses. The facility handles primarily western coal from the Powder River Basin. In 1993 it became apparent that the system could neither consistently produce a high-quality effluent nor handle the required hydraulic loading. This paper will discuss the problems of the original system, alternatives considered, selected modifications, interim modifications, project implementation, and new system performance.
