The lighting problem in the 1980s, as viewed by the Illuminating Engineering Society of North America, is to provide high-quality visual environments fitted to the specific needs of various activities using minimum energy and at a reasonable cost. In 1975, the IES board of directors asked the Committee on Recommendations for Quantity and Quality of Illumination to review the present state of knowledge regarding task-illumination levels. In June 1979, the RQQ Committee submitted a system for review. The system was adopted as RQQ Report No. 6'', which now constitutes the basic policy of the society regarding procedures for determining task-illumination recommendations; these recommendations are scheduled for publication in the revised IES Lighting Handbook to be released late in 1980. The new method gives lighting designers more flexibility to tailor light-level specifications to suit the needs of specific users and specific task conditions. It eliminates the fixed light levels used previously in favor of a range of illumination. The specific level chosen depends on such factors as task demands, users' age, and speed and accuracy needed.
