The visitor to China sees a people in motion, with the Tennessee Valley Authority slated to play a role in the direction to be taken by China's electric power technology. Comparable to the Tennessee Valley of the 1930's, China's vast hydroelectric and coal resources offer an opportunity for cooperation that will benefit both countries. Large dams are planned for the Yangtze River, but the Chinese need both technical and safety assistance as well as foreign financing. Reliable power plants are already in operation, but power generation is inadequate for the country's needs. Chinese patience and modest expectations are admirable and should be an example for Americans. (DCK)
