China's ambitious development plans
China's plans for economic development are examined in the context of her need to balance the energy required for this development with the need to export her oil and coal for revenue. Large coal resources are largely reaponsible for making China the fifth largest energy producer and the third largest energy consumer. Poor management and underutilization of power plants have led to serious power shortages in some parts of the country even though the distribution of hydro and fossil-fuel resources is advantageous. Improved mining techniques and accelerated construction of hydroelectric, nuclear, and thermal power plants will increase China's energy production and its growth rate. A policy of joint ventures leading to ultimate Chinese ownership will transfer technological skills and equipment into the country. 6 tables. (DCK)
