This bill would establish a replacement fuels and alternative fuels program for the purposes of enhancing energy security, reducing air pollution, improving the balance of trade, reducing the budget deficit, improving the marketability of alternative and flexible fuel vehicles, and improving the condition of the national economy through the enhancement of the replacement fuel industry and the creation of an alternative fuel industry. Alternative fuels considered are propane, natural gas, neat alcohol, hydrogen, and electricity. The goal is for a minimum percentage of 10 percent fuel replacement in the years 1998 through 2009.
