The bill would provide for energy independence, the development of alternative forms of energy, and for energy conservation. Contents of the bill include: Energy Conservation - Telecommuting Infrastructure Act of 1991 (mass transit and cable services) and Other conservation measures (building energy efficiency standards, residential energy efficiency ratings, improving energy-intensive industries, voluntary guidelines for industrial plants, and commercial and industrial equipment efficiency standards); Oil; Natural gas; Coal - Value-added Coal Refinery Act of 1991, National Clearinghouse for Coal Fuels Technology Act of 1991, and other coal provisions (Magnetohydrodynamics); Electricity (fuel cells); Alternative fuels; and Renewable energy.
