This bill authorizes funding for certain alternative fuel source and energy conservation programs. These programs include the electric and hybrid vehicle demonstration programs, extension of reduced rate of tax on fuels containing alcohol, the biomass energy and alcohol fuels program, and design and construction of coal liquefaction and oil shale facilities. Appropriations for energy conservation programs will fund the energy conservation program for schools and hospitals, weatherization assistance program, and the solar energy and energy conservation bank. The bill increases import duties on petroleum and petroleum products and establishes an Alternative Energy Program Trust Fund. The bill also authorizes a study on the impact of increased ethanol use on corn prices and the establishment of a clearinghouse on biomass conversion technology.
