The purpose of this Act are to enhance energy security, reduce air pollution, improve our balance of trade, reduce the budget deficit, improve the marketability of alternative- and flexible-fuel vehicles, and improve the condition of the national economy through the creation of a replacement fuel industry and the enhancement of the alternative fuel industry. Among other things the following are presented: (1) definitions; (2) the program and industries for replacement and alternative fuels; (3) gasoline and replacement motor-fuel requirements; (4) minimum percentage; (5) coordination of automobiles with alternative fuels; and (6) amendment of average fuel economy standards.
