Portland energy conservation project

Portland, Oregon has explored ways of conserving energy by establishing the Portland Energy Conservation Project. HUD funded the project as a demonstration of ways local government could improve their overall energy management. The goal of the project was to establish an energy policy that would influence all the decision making processes. The volume of the study on transportation and land use was given as an example of energy uses and ways to save. Implementation of the energy savings plan was fulfilled by three means: educational programs, incentive programs and mandatory programs. Values were assigned to conservation choices and the price impact was analyzed and calculated in terms of increases of 200 to 300% increases over the 1975 prices. Another volume presented techniques for local government's energy use in relation to capitol investment and urban growth. The results of the project, including an 11 volume set will be available in the upcoming months through the National Technical Information Service.
