Probabilistic cost estimating of nuclear-power-plant construction projects

Over the past ten years, there have been significant overruns on most nuclear power plant design and construction programs. A survey was made by United Engineers and Constructors to evaluate nuclear power plant cost trends. The results are shown which indicates a continuing expectation of actual costs at time of completion being substantially higher than the estimated cost at the time the project was started. The required methodology has been developed to evaluate cost uncertainties and present them in terms of a Probabilistic Cost Estimate, i.e., an evaluation of the chance the cost will fall within a specified range. This approach can be applied to any program item whether it be hardware cost, engineering design, construction cost, etc., in so far as uncertainty information is obtained.
