Administration proposals for budget and personnel cuts at the Environmental Protection Agency (EPA) prompted the National Wildlife Federation to seek an independent operating budget estimate based on EPA's workload. The resulting budget is broken down into four areas: research and development, abatement and control, state grants, and enforcement. A comparison of real needs with the Reagan-Gorsuch request for fiscal year 1983 shows that the government has requested less than half of the $2.2 billion needed to carry out EPA's required work. Separate reports on hazardous wastes, toxic chemicals, clean water, clean air, pesticides, management, superfund, and construction grants raises questions about the administration's intention to enforce existing laws. 10 figures, 2 tables.
