Energy costs peril programs in New York schools: study. Major conservation effort urged

A New York State Senate Task Force reports that energy costs are jeopardizing the educational programs of state schools, and recommends extensive energy-management programs financed with earmarked funds and low-interest loans. The task force also recommends appointing an energy coordinator in each district. An ineffective approach to conservation by the State Education Department (SED) brought energy use down only 1.8% by 1979. The task force suggests a cooperative effort between the State Energy Office and the SED. The report also points out where SED failed to take advantage of conservation opportunities. (DCK)
