Paper and related products compose 40% of the total US waste stream per year. Ninety percent of old newspaper waste is not recycled and ends up in the waste stream. Yet, the cost of recycling old newspaper waste is substantially less than the cost of disposal. This bill was introduced into the U.S. Senate on Feb, 7, 1991 to amend the Solid Waste Disposal Act to require producers and importers of newsprint to recycle a certain percentage of newsprint each year, to require the administrator of the EPA to establish a recycling credit system for carrying out this recycling requirement, and to establish a management and tracking system for newsprint.
