H. R. 3483: Newsprint Recycling Incentives Act of 1989. Introduced in the House of Representatives, One Hundredth First Congress, First Session, October 17, 1989
This bill was introduced into the House of Representatives on October 17, 1989 for the purpose of amending the Solid Waste Disposal Act to require producers and importers of newsprint to recycle a certain percentage of newsprint each year, to require the Administrator of the U.S. EPA to establish a recycling credit system for carrying out recycling requirements, and to establish a management and tracking system for newsprint. The Congress finds that at least 6% of the volume of solid waste is comprised of old newspapers. There are many communities currently facing a crisis in solid waste disposal capacity, even though they have successfully implemented newspaper collection programs. There seems to be an insufficient demand to utilize old newspapers. Increased economic incentives should be brought to bear on stimulating the markets for most recycled products, with newspapers being an important element of that overall need.
