This bill was introduced into the US Senate on Feb. 7, 1991 to amend the Solid Waste Disposal Act to prohibit the administrator of the EPA from listing used oil and affiliated materials as a hazardous waste. In addition, producers and importers of lubricating oil will be required to recycle a certain percentage of used oil each year. A recycling credit system will be established for carrying out such recycling requirements.
