Risk assessment and risk analysis are the subject of a great deal of attention in the Congress and in the environmental legislation they produce. Congress has several views on how risk analysis should be used and this results in a great deal of politics being involved in setting environmental policy on the uses of risk assessment. Should risk assessment be used to provide regulatory relief, as a tool in risk management, or as a process that causes delay and excludes the public? The positions of various interest groups also impact the process. How risk issues were addressed in SDWA, CWA, the EPA Cabinet Elevation, and Superfund bills (and what passed and what didn`t) will be discussed.
