Adoption of risk assessment/risk management framework: An essential element of a rational environmental protection policy

There is in the country, and especially in Washington, a resurgence of interest in risk assessment. Several legislative proposals have been offered in the 103rd Congress. Risk assessment legislation will be introduced in the first few days of the 104th Congress as part of the Republican {open_quotes}Contract with America.{close_quotes} There is also much industry interest in this issue as seen in increased trade association activity, by the Chemical Manufacturers` Association, API and others. There is a presidential commission, the first one that is really under EPA auspices, dealing with risk assessment/risk management. The National Academy of Scientists issued a rather lengthy document last year on how one should look at environmental risk. There is also much academic interest in this subject. The adoption of a risk assessment/risk management framework is discussed.
