A graphite moderator structure is designed which minimizes distortion due to Wigner growth. The structure comprises a mass of graphite blocks arranged into interlocked layers; the blocks in each layer are spaced from one another at their side faces and are of alternately larger and smaller cross section in any one row, and the larger blocks in one row locate at their edges the larger blocks in adjacent rows. The direction of minimum Wigner growth in the blocks is arranged so that along any line drawn through the corners of a diagonal series of larger blocks in a layer, the direction alternates from one block to the next.
