The hearing was conducted to examine the status of the Environmental Protection Agency`s implementation of The Clean Water Act and subsequent amendments. The goal of the Act was to achieve fishable and swimmable waters nationwide. The hearing focused on a General Accounting Office (GAO) report of EPA progress. The GAO report found problems with every aspect o EPA`s toxic water pollution control program including monitoring problems, problems in developing and revising national effluent standards, problems in incorporating national standards into enforceable discharger permits, and compliance problems. The GAO report is included as an appendix.
