The first in a series of hearings on the adequacy of waste treatment and disposal capacity began with testimony from representatives of the Environmental Protection Agency (EPA), the Office of Technology Assessment (OTA), and the General Accounting Office (GAO). Porter and Williams of EPA reviewed the available technologies for treating, storing, and disposing of waste materials. Their findings show a positive public response for waste minimization, but also noted some disincentives. Hirschhorn and Oldenburg of OTA were critical of the level of EPA financial and institutional support for the program. Chelmsky, Gallegos, and Kachura of GAO reported on their review of about 90 studies and their findings that the studies were not consistent enough to lead to reliable estimates about capacity.
