A reactor fuel element is described that is made up of a fissile member having a hollow core, enclosed in a protective sheath. An insert of breeder material partially fills the hollow core, leaving cavities to accomodate growth of the fissile member under irradiation. Means is provided to close off the hollow core in the event of coolant leakage through the sheath. (C.E.S.)
