Relicensing hydropower: The many faces of competition

The relicensing of nonfederal hydroelectric projects in the current era is fundamentally a process of reallocating water resources and other benefits at such projects among developmental and non developmental interest. The competition for this reallocation is conducted under the relicensing provisions of Part I of the Federal Power Act, which were structured primarily to deal with competition for developmental control over the water resources among prospective licensees. The topics discussed here are the following: Congress acts - the Electric Consumers Protection Act; the Class of `93 the real competitors step forward; FERC as Environmental Protector; Independent Agency Authority; awaiting regulatory reform.
