Now and in the future: impact of relicensing competition for hydroelectric power projects

A 1980 Federal Energy Regulatory Commission decision permits a state or municipality to take over an existing hydroelectric project at the time of relicensing by showing plans for continued operation that are as good as the license holder's. By July 1983, competitors claimed a municipal preference for 11 projects. About 168 more projects will be up for their 50-year relicensing by December 1983. The author believes municipally operated hydroelectric projects means higher rates. Investors want Congress to reverse this interpretation by amending the Federal Power Act to favor the current licensee. 1 figure.
