Results of investigations into the cosmic-ray heavy primary charge and energy spectra at Neepawa, Canada (geomagnetic latitude 61 deg N), during a time of high solar activity (August 1958) are presented. The total heavyprimary differential energy spectrum is shown to have the same shape as the contemporaneous alpha -particle spectrum, but the L/M ratio shows an increase from (0.28 plus or minus 0.05) at kinetic energies over 1.5 Bev/nucleon to (0.43 plus or minus 0.07) at energies less than 1.0 Bev/nucleon.
