Impact of regulations, license conditions, and inspections on the operational radiation protection program at Washington State University

Washington State University has had a broad byproduct materials license for the past seven years. This license has been administered by the Atomic Energy Commission through 1966 and by the Washington State Department of Health since January 1, 1967. During this seven year period there have been many changes in regulations, license conditions, and five inspections by appropriate agencies. The initial impact on the health physics group was that this maze of red tape and harassment by inspectors was of questionable value in our operational radiation protection program; however, subsequent experience has indicated that the impact of these regulations, license conditions, and inspections is one of the most desirable and beneficial aids to an effective operational radiation protection program for the following three reasons: An outside agency passes judgment on the overall radiation protection program pointing out weak areas and implying corrective measures. These agencies, along with their regulations and inspections, can effectively request the administration to implement practices and procedures that an operational health physics group would have great difficulty instituting. The most important aspect is that by complying with these agencies to the fullest possible extent the maintenance of a high quality operational radiation protection program is virtually assured. A brief summary of Washington State University's experience is included to illustrate the above three points. (auth)
