In topical conference on atomic and molecular studies at ORNL, Oak Ridge, Tennessee, March 22-23, 1973. An extensivs theoretical investigation is made of electron scattering and negative ion formation by strongly polar molecules. Previous work on critical hinding is extended to the case of a molecular type system which has a rotational quantum number and moment of inertia. The total scattering and momentum transfer cross sections are discussed. (JFP)
