In 1.00 f HClO/sub 4/ and ionic strength 2.00 the rate of exchange between VII and VIII is consistent with the law rate = k- (VII)(VIII). At 25 the value of k is 0.82 f/sup -1/min/sup -1/ The experimental activation energy is 13.2 kcal/mole. The rate was not affected measurably by a fivefold increase in the surface area of the reaction vessel, by the absence of ordinary diffuse light, by an increase in the ionic strength to 4.00 or by replacement of NaClO/ sub 4/ by LiClO/sub 4/ for adjustment of ionic strength. The rate is increased by lowering the hydrogen ion concentration below 0.5 M and by the presence of chloride ion. The rate data are consistent with the expression k = k/sub 1 + k/ sub 2/H/sup +/) + k/sub 3/(Cl/sub -), the val ues of the constants at 25 being k/sub 1/= 0.61 f/sup -1/ min/sup -1/ k/sub 2/ = 0.21 min/sup -1/, and k/sub 3/= ~85 f/sup -2/ min/sup -1/.
