The rate constant, k(e/sub aq//sup -/ + H/sub 3/O/sup +/), has been measured in dilute HClO/sub 4/, alone and with LiClO/sub 4/ added up to 2.5 M, and in concentrated HClO/sub 4/, alone and with LiClO/sub 4/ or NaClO/sub 4/ added up to 2.5 M. The rate constant has the same dependence upon total concentration either for HClO/sub 4/ alone or for HClO/sub 4/ + LiClO/sub 4/. The results show that changes in k(e/sub aq//sup -/ + H/sub 3/O/sup +/) are determined by changes in the diffusion-controlled encounter rate and by changes in the activities of e/sub aq//sup -/ and H/sub 3/O/sup +/. Any time-dependent effect in the rate constant is not more than 10 percent for hydrated electrons with lifetimes longer than 30 ps.
