A reactor fuel element using a beryllium container can be constructed so that a minimum amount of beryllium is used by encasing the beryllium-clad element in a graphite container. The graphite container may have helical fins and baffles extending along the longitudinal axis and has an axial length greater than that of the beryllium container so that, if the elements are stacked on top of one another, no load is borne by the fuel or the beryllium container.
