A tubular fuel element is described which comprises a plurality of fuel cermet collars enclosed between inner and outer tubes. The fuel loading may be arranged to give the highest fuel concentration near the ends for better power distribution. The final end portions are inactive, acting to seal the element. Several methods are described for forming the fuel collars and for effecting metallurgical bonding between the collars and the inner and outer tubes. (D.L.C.)
