The infrared structure of Reggeon field theory is investigated using renormalization-group methods. The infrared fixed point where only the phi$sup 3$ interaction is nontrivial is shown to be stable with respect to all higher- order interactions within the context of perturbation theory both at D = 2 and in the epsilon expansion. This may imply that the asymptotic behavior of the total cross section is model independent. (AIP)
