Recoil-distance lifetime measurements and multiple Coulomb excitation studies have been performed for the 4$sup +$, 6$sup +$, 8$sup +$, 10$sup +$, and 12$sup +$ members of the $sup 236$U ground-state rotational band. The recoil- distance data were analyzed with a theoretical correction procedure that was developed during the course of this work and implemented in a computer code ORACLE. The half-lives determined by the recoil-distance technique were 124.0 +- 7.3 ps (4$sup +$), 58.2 +- 3.3 ps (6$sup +$), 23.9 +- 1.9 ps (8$sup +$), 11.6 +- 1.1 ps (10$sup +$), and 5.5 +- 2.2 ps (12$sup +$). These correspond to B(E2, I/ sub i/ $Yields$ I/sub i/ -2)/e$sup 2$$b$$sup 2$ values of 3.03 +- 0.20 (4$sup +$), 3.28 +- 0.19 (6$sup +$), 3.42 +- 0.28 (8$sup +$), 3.11 +- 0.30 (10$sup +$), and 3.34 +- $sub 0$$.$$sub 95$$sup 2$$.$$sup 23$ 12$sup +$). Transition quadrupole moments Q$sub 20$(I/sub i/ $Yields$ I/sub f/) extracted from the B(E2) values are constant within experimental error and support the interpretation of $sup 236$U as a good rotor for I/sup$pi$/ less than or equal to 12$sup +$. The comparison of multiple Coulomb excitation probabilities with those predicted by theory has confirmed the sign of the E4 moment in $sup 236$U as positive. This is in agreement with theoretical predictions and resolves a previous ambiguity in the sign of the moment as determined by alpha-particle Coulomb excitation. The success of this work has demonstrated that recoil-distance measurements and multiple Coulomb excitation are important complementary techniques in the study of high-spin rotational states. 36 figures, 10 tables, 99 references.
