A process and an apparatus are described for melting finely powdered UO/ sub 2/ to obthin granular UO/sub 2/ which may be ground to a powder suitable for consolidation to high density in fuel elements. In the process, the flne powder is applied to a support and the surface layer is melted in an electric arc and then solidifled to form granules. The arc is struck between tungsten electrodes in a H/sub 2/ atmosphere, and the support is a water-cooled copper disc. (D.L.C.)
