A steam-cooled, heavy or light water moderated power reactor is designed. The fuel elements are disposed within the inner tubes of coaxial tube pairs whose outer tubes nt their upper ends are fed with saturated cooling steara aad at their lower ends are closed so that steam passiag through the annulus is passed into the inner tubes. Thus, either the inner tubes or the fuel elements can be easily withdrawn from the reactor, and all the steam connections are made at the upper end of the pressure vessel. The water moderator is preferably maintained at a pressure and temperature equal to that of the saturated cooling steam, thus minimizing the pressure and heat transfer problems. The reactor is controlled by regulating the moderator level in several vertical tubes within the moderator level. (D.L.C.)
