What data should be published in real-time information networks?

With the release of the Federal Energy Regulatory Commission`s Notice of Proposed Rulemaking (NOPR) for transmission open access on march 29, 1995, the electric utility industry has been in an uproar as to the implications on the individual utilities. This NOPR is to provide rules that would require utilities that own and/or control facilities used for the transmission of electric energy to provide wholesale customers with transmission services comparable to those that they provide to themselves. The NOPR had requirements for transmission providers to share operating information with all potential users of the transmission network. This required transmission providers to make available necessary information on a real-time basis such that all users had equal and timely information for the requesting transmission service. The goal of the Open Access NOPR is to eliminate unduly discriminatory practices in the provision of wholesale transmission services in interstate commerce, and to facilitate the development of a competitive bulk power market.
