A capulization of the new FERC electric MEGA-NOPR

On March 29, 1995, the Federal Energy Regulatory Commission (FERC) approved (1) a Notice of Proposed Rulemaking (NOPR) on Open Access Nondiscriminatory Transmission Services by Jurisdictional Transmission-Owning Utilities, (2) a Supplementary NOPR on the Recovery of Stranded Costs, and (3) a Notice of Technical Conference and a Request for Comments on Real-Time Information Networks, and (4) an Order Providing Guidance Concerning Pending and Future Proceedings Involving Nondiscriminatory Open Access Transmission Services (or so-called Comparability). Unless an extension is granted, comments are due on the Open Access and Stranded Cost NOPRs 120 days following publication in the Federal Register, with reply comments due 60 days thereafter. Also, the FERC will hold a technical conference on real-time information networks. To help organize the conference, the FERC requests comments within 60 days after publication in the Federal Register. The following is a capsulization of the Open Access and Stranded Cost NOPRs, as well as State-FERC Jurisdictional Matters.
