CEM data acquisition and handling systems: Updated experience of the utility industry

The majority of the 50 Phase 1 utilities have spent many man-hours attempting to resolve the numerous difficulties with their CEM Data Acquisition and Handling Systems (DAHS). After trying to correct their DAHS systems, with only partial success in some instances, some utilities have made the decision, despite sunk costs, to abandon their present DAHS and DAHS vendor and contract with another to install entirely new equipment. This paper examines the difficulties utilities have had with their DAHS vendors, discusses the number of utilities who have switched vendors and the general circumstances surrounding these switches, and explores the implications for Phase 2 utilities.
