The following topics are outlined: promotion of plant-wide applicability limits (PALS) for NSR purposes; increase in flexibility for computing actual emissions for netting; changes in applicability requirements for pollution prevention and pollution control projects; top-down Best Available Control Technology (BACT); undemonstrated technology/application waiver; New or modified major sources impacting Class 1 areas; and Pre-Construction monitoring.
