A 270-MeV polarized deuteron beam is provided with its polarization axis controlled to an arbitrary angle at the RIKEN accelerator research facility. The spin rotation method which has been established incorporated with the accelerator technique is described as well as the deuteron polarimeter at intermediate energies. {copyright} {ital 1995 American Institute of Physics.}
