Risk management program rewards good planning: One chemical company`s RMP program

In just one month, the EPA is planning to announce and distribute the promised final version of the new Risk Management Program (RMP) rule under Section 112(r) of the Clean Air Act Amendments (CAAA) of 1990. The new regulations were developed in cooperation with OSHA and with the companies who must implement the new rules over the next three years. In the long term, regulatory agencies will increase compliance and decrease the burden on their already overworked staff members. At Elf Atochem North America sees risk management as a seamless web. Each thread of compliance, company programs and policies is laced to every other; and when the web is spun it is viewed as the specific philosophy of the company, which also makes it difficult for a single bug of non-compliance to get through. At this writing, pilot programs are underway at two of Elf Atochem`s 26 U.S. production facilities: one in Carrollton, KY, and one in Wichita, KS. This article will examine the program at Wichita.
