EPA`s Risk Management Program (RMP) rule will have a major impact on facility operations in the chemical manufacturing industry. Developed under Section 112(r) of the Clean Air Act Amendments (CAAA), an RMP is designed to reduce the risk of accidental releases of acutely toxic, flammable and explosive substances at thousands of facilities across the United States. First proposed in October 1993, supplemented with an additional proposal in March 1995, and now scheduled by a court order for final promulation no later than March 1996, the RMP rule requires compliance within three years. Consequently, if a chemical manufacturing facility has on-site threshold quantities of any of 77 acutely toxic, 63 flammable, or DOT-classified explosive substances, it will need to establish an RMP by March 1999 at the latest.
