The EPA Risk Management Program (RMP) was finalized in June of 1996. This regulation is similar to the OSHA Process Safety Management regulation, except that it covers the public rather than the employees. Not only is a prevention program required to prevent catastrophic releases, but assessments of worst-case scenarios, emergency response planning and public disclosure are also required. In order for gas processors to comply with the spirit and intent of the regulation, each facility should develop a compliance plan, work with other nearby facilities, cooperate with local officials and communicate with all stakeholders. The quality of cooperation and communication will determine the effectiveness of each facility`s compliance with the Risk Management Program.
