HCl emissions from cement kilns

The USEPA has begun developing MACT standards for the cement industry under authority of the 1990 Clean Air Act Amendments. The need for these MACT standards is partially predicated on HCl emission rates that were measured by USEPA Method 26 during the testing for certification of compliance of kilns burning hazardous waste with the RCRA/BIF Rule. This paper explores the applicability of Method 26 for measurement of HCl emissions from cement kiln exhausts that contain ammonium chloride. The authors also question the applicability of the RCRA/BIF results to the industry as a whole, the risk associated with the measured emissions, and the relatively low value of the EPA/BIF reference air concentration (RAC) for HCl.
