The ongoing restructuring in the electric power industry is changing fundamentally the way that electric utilities do business. Access by competitors to wholesale and potentially retail customers is creating the condition where customers have, or will soon have, alternatives to {open_quotes}service as usual{close_quotes}. Utilities are responding by re-examining their relationship with their customers and how they serve them. Restructuring is also leading to the establishment of separate business units or profit centers for generation, Transmission & Distribution (T&D). Where electric service is not viewed as a commodity, there is an opportunity. The level and quality of service demanded varies across time, customers, and end uses even with unchanging rates. The value of service (i.e., a customer`s willingness to pay) varies by time and use. In addition, supply costs vary by time, area, and market conditions. Utilities are now striving to create value by packaging electric services to meet customer needs competitively.
