Landfill closure and post-closure: Future costs not to be forgotten

Under Subtitle D regulations, the owner or operator of a solid waste disposal facility must prepare a written closure and post-closure plan for approval by the appropriate state. The objectives of these plans are to identify the steps necessary to: Close the facility; care for the facility during post-closure; estimate the costs of these activities; and provide financial assurance documentation as a guarantee that the necessary funds will be available for closure and post-closure activities in the event of owner or operator default. The paper discusses the steps necessary to complete newly implemented closure and post-closure care requirements for solid waste disposal facilities located in states with approved solid waste programs under Subtitle D. Also included is a model for developing closure and post-closure cost estimates in order to determine both the required amount of financial assurance and how closure and post-closure accruals can affect the tipping fee at a solid waste disposal facility.
