Estimating closure and post-closure care costs at RCRA hazardous waste TSDFS

This paper presents a comprehensive methodology developed by the US Environmental Protection Agency (EPA) for estimating closure and post-closure care costs for hazardous waste treatment, storage and disposal facilities (TSDF) under the Resource Conservation and Recovery Act (RCRA). RCRA Subtitle C regulations, as set forth in Subparts G and H of 40 Code of Federal regulations (CFR) Parts 264 and 265, require that privately owned and operated hazardous waste TSDFs seeking a permit to handle hazardous waste, prepare an estimate of the cost required to conduct proper closure and post-closure care at the facility. Cost estimates for closure must equal the cost of final closure at the point in the facility`s active life at which the extent and manner of its operation would make closure most expensive, as indicated in that facility`s closure plan. Cost estimates must be based on the cost to the owner or operator of hiring a third party to conduct the necessary closure and post-closure activities and must be adjusted annually to account for inflation. EPA initiated an effort to develop a user friendly manual to aid in the review of closure and post-closure care cost estimates for adequacy.
