Improvements in licensee compliance with hydroelectric licenses issued by the Federal Energy Regulatory Commission

One of the significant findings in the General Accounting Office`s May 1994 report {open_quotes}Federal Energy Regulatory Commission`s Efforts to Monitor and Enforce Hydroelectric Requirements{close_quotes} is that between 1989 and 1993, there has been a 45% reduction in compliance violations associated with hydroelectric licenses. Why the dramatic change in only five years? As the GAO report indicates, much of the credit certainly goes to the Commission staff for improvements in its monitoring procedures. However, licensees are also responsible for much of this improvement. This paper will review how one licensee has reduced its incidents of non-compliance and will discuss other factors that have resulted in a heightened awareness of hydroelectric license compliance issues.
