In May 1994 the United States General Accounting Office issued a report on the Federal Energy Regulatory Commission`s Efforts to Monitor and Enforce Hydroelectric Requirements at over 1,600 nonfederal hydroelectric projects. The GAO Report found that the Federal Energy Regulatory Commission`s (FERC) compliance monitoring and enforcement efforts are adequate to ensure structural soundness, public safety and environmental protection of project facilities and the surrounding area. The GAO report also concluded that FERC`s current compliance program is showing positive results with an overall decrease in the number of compliance violations between 1989 and 1993. The GAO Report leaves the impression that {open_quotes}all is well with the world{close_quotes} and that the hydropower industry can expect the FERC`s compliance program to continue as presently structured. What seems to be missing from the GAO investigation is the hydropower industry`s perception of the FERC`s compliance activities.
