Electric power industry competition: Growing, or shrinking?

A recent analysis submitted to the Federal Energy Regulatory Commission by the Environmental Action Foundation, in response to FERC`s MEGA-NOPR, challenges the accepted view that competition in the electric power industry is growing. Some of the rebuttals are: (1) the trend is toward fewer competitors in the generation market; (2) utilities with a stake in generation remain the monopoly seller, having the exclusive power to determine who sells into their territory; (3) vertically integrated utilities control information that provides a crucial advantage when competing in the market for generation. Each of these is briefly explained.
